Mr. Nobutake Odano, Ambassador of Japan to Myanmar, has signed four Exchanges of Notes with His Excellency U Soe Tha, Minister for National Planning and Economic Development of the Union of Myanmar. The Notes cover an amount of 409 million yen for the project "the Construction of the Myanmar-Japan Center for Human Resources Development", 484 million yen for the project "Human Resource Development Scholarship", and 293 million yen for the project "Afforestation in the Dry Zone", altogether amounting to 1,186 million yen (approximately 11 million US dollars) to be provided under the Grant Aid scheme of the Government of Japan. The signing ceremony was held at the Ministry of National Planning and Economic Development on 27 June 2005.

A center will be constructed under "the Construction of the Myanmar-Japan Center for Human Resources Development Project" to provide business training courses, cultural exchange programmes and Japanese Language studies to the Myanmar people in order to upgrade indispensable human resources for the sustainable development of the Myanmar economy. "The Human Resource Scholarship Project", which started in 2002, aims to send young Myanmar officials to Japan for an opportunity to attain Masters' degree at the Japanese Universities. Under this project, 53 young Myanmar people have already been sent and 20 will be sent to Japan at the end of June. "The Project for Afforestation in the Dry Zone" aims at combatting desertification and mitigating the effects of drought by establishing sustainable operation and maintenance of afforestation sites in the dry zone of Myanmar, thus further contributing to the environmental development of the region and providing the local residents with required resources and improved living environment.

It is expected that the projects will contribute to the development of Myanmar and promote existing friendly relations between Myanmar and Japan.
