SIGNING OF NOTES ON GRANT AID PROJECTS FOR “MANGROVE REHABILITATION PLAN FOR ENHANCEMENT OF DISASTER PREVENTION IN AYEYAWADY DELTA” AND “HUMAN RESOURCE DEVELOPMENT SCHOLARSHIP” TO MYANMAR

On Saturday, April 21, Mr. Takashi Saito, Ambassador of Japan to the Republic of the Union of Myanmar, and
U Khin Maung Tin, Ambassador Extraordinary and Plenipotentiary of the Republic of the Union of Myanmar to Japan,
under the high presence of The Honourable Mr. Yoshihiko Noda, Prime Minister of Japan and His Excellency U Thein Sein, President of Republic of the Union of Myanmar, signed and exchanged notes on grant aid projects to Myanmar for “Mangrove Rehabilitation Plan for Enhancement of Disaster Prevention in Ayeyawady Delta” and “Human Resource Development Scholarship.” The amount of those grant are 583 million yen (approximately US$7.2 million) and 251 million yen (approximately US$3.1 million) respectively.

The Project for Mangrove Rehabilitation Plan for Enhancement of Disaster Prevention in Ayeyawady Delta
(1) It has been reported that approximately 38,000 ha of mangrove forests along the coastline of Myanmar suffered devastating damage due to cyclones. Moreover, the floods that occurred in and after July 2011 affected Ayeyawady Delta. Restoration of such mangrove forests that proved its function as to support disaster risk reduction is an urgent task for Myanmar.
(2) This project is to plant mangroves to form forests and procure equipment for installation of evacuation facilities against cyclones in Kadonkani Forest District in Ayeyawady Delta.
(3) It is expected that this project enables restoration of mangrove forests against floods, cyclones, deforestation, etc. and improvement of disaster prevention and leads to reduction of greenhouse gases.
(4) The project is implemented as part of Japan's assistance to developing nations until year 2012 (short-term assistance) concerning climate change, announced in December 2009. The Government of Japan will continue its cooperation with Myanmar in the field of climate change for the construction of a fair and effective framework by all the major nations based on the results from the 17 th Conference of the Parties.
- The Project for Human Resource Development Scholarship
(1) For Myanmar, where a new civilian government was established in March 2011, development of human resources who take leadership in management of the future of the country, including market-oriented economic reform, is a very important task.
(2) This project aims at providing scholarships to obtain Masters degrees in Japan for young administrative officers of Myanmar.
(3) It is expected that this project enables such administrative officers who support various reforms in Myanmar, including market-oriented economic reform, to provide leadership as senior officials in various fields in the future and also to contribute to promotion of friendly relations between Japan and Myanmar based on mutual understanding.
