1 On 2 July 2020, H.E. Mr. MARUYAMA Ichiro, Ambassador of Japan to the Republic of the Union of Myanmar, and H.E. Bharat Singh, Deputy Minister for Investment and Foreign Economic Relations of the Republic of the Union of Myanmar, exchanged notes concerning three grant aid projects worth a total of 2.19 billion yen (approx.20.5 million USD) in Nay Pyi Taw.
2 The outline of each project
(1) The Project for the Rehabilitation of Vessel Traffic Navigation Aids in Yangon River
The volume of cargo handled at Yangon Port is increasing as a result of economic growth, and in particular, the amount of container cargos has remarkably increased by 17% on average over the previous year. However, collision and grounding accidents of vessels occasionally occur because the water route from the mouth of Yangon River to Yangon Port has high navigational risk due to the narrow watercourse of the river, strong tides, insufficient navigation aids, and undeveloped traffic control system. Moreover, lack of facilities to support ship navigation at night limits navigation of vessels only at full tide, just once a day. Hence, the need to improve access to Yangon Port has been an urgent task.
This project will enhance the safety of navigation and increase the number of vessels to Yangon Port by improving vessel traffic navigation aids. It is expected to contribute to greater efficiency of logistics which links distribution bases inside and outside Myanmar.
(The maximum amount of the project is 1.399 billion yen)
(2) The Economic and Social Development Programme (Provision of Water Treatment Facility)
Mandalay, the second biggest commercial center in Myanmar with a population of 1.5 million people, has abundant tourist resources and it is crucial for economic development of Myanmar. On the other hand, the average water-supply rate in Mandalay remains at approximately 59% as of 2018. Considering that the annual population growth rate of Mandalay until 2040 is estimated at 1.65 %, it is vital to secure sources of water supply with an improved water treatment facility.
This programme is intended to provide water treatment equipment, thereby improving access to safe water and sanitation in the Eastern and Western parts of Aungmyethazan Township, Mandalay.
(The maximum amount of the project is 700 million yen)
(3) The Economic and Social Development Programme (Provision of Equipment to the Myanmar Police Force)
This programme will strengthen the capacity of the Myanmar Police Force to ensure the pubic safety of Myanmar, where the Government of Myanmar is advancing democratization of the country and the reform of civil servant system. The programme will contribute to the consolidation of the democratic society and socio-economic development of Myanmar.
(The maximum amount of the project is 100 million yen)
